Overall, I don't think a collector should be disqualified for a public advisory role just because they collect art, they could just recuse themselves whenever an artist they collect comes up. Even in Portland so many dealers and collectors on on committees and panels that influence institutions and public art. Same rules should apply. Last Sunday's excellent
NYT's article on private museums as tax havens is a must read. It's a complicated subject as some of the worlds best museums like the Menil came from personal collections (I'm still sick about the Barnes move). The difference is the level of public access and independence of programming separating it from the single patron. It has to have programmatic integrity. Closer to home spaces like the former Western Bridge in Seattle and Portland's Lumber Room were never private museums... their owners kept ownership of the works (and the associated tax burdens). In many ways these private tax haven museums pump up the art market because it isn't the art itself but its deductible value that becomes important. Yet, if the codes are rewritten without nuance it can effect the donation of works to public museums.
